Justin Duncan

Senior Policy Specialist

Justin Duncan is a senior policy specialist with IISD’s Water team, based in Winnipeg, Canada.

His work focuses on harnessing nature as an infrastructure solution and implements policy solutions for improved water governance and security. 

Justin has over two decades of experience using the best available knowledge, policy, and systems to support local communities while also meeting broader regional, national and international conservation objectives. In addition to roles as a freshwater connectivity advocate with the Canadian Wildlife Federation and as the Eastern Canada Program Director with Ecojustice Canada where he led numerous projects in partnership with Indigenous peoples, Justin is a principal with Rare Earth Restoration and Consulting Services, focusing on ecological restoration, environmental law and policy. He has also held appointments as an adjudicator and mediator on three environment and land use planning tribunals. 

He holds a bachelor’s degree in biology and environmental science from the University of Western Ontario, a law degree from Queen’s University, and a diploma in the restoration of natural systems from the University of Victoria.
